    NEWS FROM CISA / DHS

On October 6, 2026, DHS’s National Urban Security Technology Laboratory (NUSTL) and the DHS Office for State and Local Law Enforcement (OSLLE) co-hosted the SLTT Agencies and the Counter‑UAS Mission Webinar. Presenters highlighted C‑UAS updates, including:

    • Phase II of the DHS/FEMA C-UAS Grant Program
    • C-UAS testing and evaluation activities
    • Findings from the 2026 FIFA World Cup
    • Available training, policy, and equipment‑selection resources for SLTT partners
    • The new HSIN SLTT C-UAS Resource Hub
    Key Points to Know:
    • If you are interested in attending future SLTT C‑UAS meetings, please email sUASsecurity@cisa.dhs.gov to request to be added to the distribution list.
    • The FIFA World Cup C-UAS AAR is being finalized and will be posted on the HSIN SLTT C-UAS Resource Hub.
    • SAFER SKIES Act Interim Final Rule (IFR): DHS and DOJ are adjudicating IFR comments prior to publishing the final rule. The IFR expands C‑UAS detection and mitigation authority to trained and accredited SLTT law enforcement and correctional agencies.
    • FEMA C‑UAS Grants: The FY27 C-UAS grant round is now open. FEMA will award $250 million through the Fiscal Year 2027 Counter-Unmanned Aircraft Systems Grant Program. Applications must be submitted by the State Administrative Agency (SAA) through FEMA GO on behalf of eligible applicants.
    • To access the new HSIN SLTT C-UAS Resource Hub:
      • From the HSIN main page, select Communities > Community Directory
      • Select the list icon in the upper‑left corner
      • Under Manage Access, select Manage My Access.
      • Under Search Access, search for “SLTT Counter‑UAS Resource Hub”
      • Select the check mark for Viewer
      • Select Next
      • Enter a justification comment in the required field marked with a red asterisk (e.g., request access to C-UAS resources in support of CISA’s special event and critical infrastructure protection efforts)
      • Select Submit
    • Note: There is currently a known HSIN issue affecting the SLTT Counter-UAS Resource Hub. Although users may receive an email confirming access approval after completing the above the steps, the hub may not appear under the “My Communities” section. The community owner is aware of the issue and is actively working to resolve.
    Why this Matters:
    • The webinar reinforced expectations that SLTT agencies adopt a layered, risk‑informed, and policy‑driven approach that includes accredited training, model policies, coordinated planning, and approved technologies before conducting any C‑UAS activities.
    • Lessons learned from the 2026 FIFA World Cup highlight the importance of early site coordination, credentialing, communications redundancy, render safe location planning, and local LE integration.
    Additional UAS/C-UAS Updates:
    • TFR Reminder: Initiate Temporary Flight Restriction (TFR) planning early.
      • For 99.7 TFR requests, submit to CISA 3-4 weeks in advance.
      • For 44812 TFR requests (these go directly from SLTT LE to the FAA), submit to the FAA at least 30 calendar days before the event.
    • FESSA 2209 Rulemaking: FAA published the Notice of Proposed Rulemaking (NPRM) on May 6, 2026, outlining the process for establishing fixed‑site UAS flight restrictions. FAA is currently adjudicating comments before issuing the final rule. CISA continues to support the interagency review process.

    UPCOMING EVENT:
[DRONERESPONDERS] Countering the Threat: Drone Security Industry & SLTT Grant Forum

Hosted by the White House Task Force on the 2028 Summer Olympics, DRONERESPONDERS, and the Commercial Drone Alliance, this important forum will bring together leaders from government, industry, and the public safety community to address the evolving challenges and opportunities surrounding drone security. Participants will engage in meaningful discussions focused on emerging UAS and CUAS threats, major event security planning, critical infrastructure protection, and strategies to enhance state, local, tribal, and territorial (SLTT) capabilities.

This collaborative event provides a unique opportunity to hear directly from key decision-makers, share lessons learned, explore innovative technologies, and strengthen partnerships across sectors. As the nation prepares for future large-scale events and an increasingly complex airspace environment, attendees will help shape solutions that support a safer, more secure, and resilient drone ecosystem. Join us in building the partnerships, policies, and capabilities needed to secure the future of UAS operations in the United States.

      Cybersecurity Starts with People

Think Before You Click. Protect Beyond the Walls.
When we think about protecting museums, libraries, archives, and historic sites, we often picture security cameras, alarms, and access controls. But some of today's biggest threats don't come through the front door—they arrive through our inboxes, computers, and mobile devices!

A single suspicious email, compromised password, or unsafe download can expose sensitive information, disrupt operations, and put valuable digital collections at risk.

     What Should You Watch For?
Suspicious Emails & Phishing Attempts: Be cautious of unexpected messages asking you to click links, open attachments, share information, or make urgent payments. Always verify unusual requests.

    • Passwords & Access: Use strong, unique passwords, enable multifactor authentication (MFA), and never share login credentials.
    • Unknown Devices: Never connect unfamiliar USB drives or unauthorized devices to institutional computers.
    • ️ Sensitive Information: Protect collection databases, donor records, membership information, and digital archives just as carefully as physical collections.
    • Mobile & Remote Security: Keep devices updated, use approved secure connections, and be mindful when accessing institutional information remotely.
    • Report Concerns: Unexpected login alerts, suspicious attachments, or unusual computer activity should be reported promptly to your IT or security team.
Small Habits Make a Big Difference!
    • ✅ Think before you click.
    • ✅ Verify unexpected requests.
    • ✅ Lock your computer when stepping away.
    • ✅ Keep software and devices updated.
    • ✅ Stay informed through cybersecurity awareness training.
️ Remember: Your Best Firewall May Be You!
Technology provides important protection, but an alert, informed, and security-conscious team is one of the strongest defenses against cyber threats. Just as we secure the doors to our buildings, we must also protect the digital doors to our institutions.
    • Think Before You Click. Stay Alert. Protect Our Cultural Heritage—Online and Offline!
    • One Door. One Credential.
    • Preventing Tailgating & Piggybacking
    • It happens quickly. An employee badges into a secure area and, trying to be courteous, holds the door open for the person walking behind them. Someone carrying boxes asks for help getting through a locked entrance. A familiar-looking contractor follows a staff member through an access-controlled door.
Most of the time, there's an innocent explanation—but one moment of courtesy can unintentionally bypass an important layer of security.

Is Your Schedule Too Full to Lead Effectively?

In today's fast-paced workplace, a packed calendar is often seen as a badge of honor. But what happens when we're so busy doing that we leave no time for thinking? From missed opportunities for innovation to less thoughtful decisions, constantly moving from one commitment to the next can come at a cost. Sometimes, the most valuable thing a leader can do isn't adding another meeting or task - it's making room for a pause.

The post: Is Your Schedule Too Full to Lead Effectively...

  • October 21, 2026 10:53 AM | Stephanie Schraeder (Administrator)

    One Door. One Credential.

    Preventing Tailgating & Piggybacking
It happens quickly.

Tailgating and piggybacking occur when someone enters a controlled area by following an authorized person rather than using their own approved access credential. In museums, libraries, archives, historic sites, universities, and other cultural institutions, this can potentially provide unauthorized access to collections, offices, storage areas, mechanical spaces, or other sensitive locations. ️ ️

     What should staff watch for?

    •  One person, one credential. Each individual entering a controlled area should use their own authorized access method whenever institutional policy requires it.
    •  Don't let packages become a pass. Someone carrying boxes, equipment, or supplies may genuinely need assistance—but their identity and access authorization should still be verified.
    •  Don't rely on a badge alone. A visible ID badge does not necessarily mean someone is authorized to enter every area of the facility.
    •  Be aware of who follows you through a secured door. Before allowing someone to enter behind you, make sure they are authorized to be there.
    •  Be polite but verify. Security doesn't require confrontation. A simple “Hi, can I help you get checked in?” or “You'll need to badge in here as well” can reinforce security while maintaining excellent visitor and customer service.
    •  Report concerns. If someone attempts to bypass access controls or repeatedly tries to enter restricted areas, follow your institution's established reporting procedures.

     Remember:

Access control technology only works when we support it with good security habits.
Holding a door may feel courteous, but when it comes to a restricted area, the safest courtesy is helping someone follow the proper access procedure.

One Door. One Credential. One Simple Habit That Helps Protect Everyone.  ️
Protect the people. Protect the facility. Protect the collection.
